My GPU came with a gaming driver and I installed a studio driver instead, had issues when all fired up so went back to a gaming driver and still had same problem. I took out the gpu and I still have the same issue.

This is a newly built pc and other then problems in Ps its pretty fast & works ok, just not with photoshop. I checked all the settings in Ps and they are identical to my other pc thats working. I also get this Hao affect as you can see with a swipe of the brush, very strange. When blending layers 100% Hardness & 100% Opacity it takes mutiple clicks/swipes to acheive the desired result. Its my workhorse, just wanted to build a small form factor pc to take up less room. I have another pc with Windows 10 & this version (24.2.1.358) & it works fine.

I had the newest version of Ps but went back to this version to see if I still have had the problem & I did. As you can see by the images I submitted. I'm having a issue with blending layers in Ps.
